Description, compensation and benefits:
Essential Duties and Responsibilities Include:
- Using the latest computer software, including but not limited to database technology, creation of project forms, documentation, and other key tools used by Partner Agencies;
- Providing training and technical support to Partner Agencies and End Users to ensure proper use of HMIS;
- Assisting in the generation and submission of program and
community-level reports from the HMIS, including the HMIS
componen
ts of the Exhibit 1 consolidated application to HUD, the Shelter Count, the AHAR, etc.;
- Analysis of data for internal reporting and monitoring as needed.
- Other HMIS support functions as needed.
Data Quality Specialist functions
- Conducting regular data quality reviews to monitor overall system data quality;
- Working closely with Partner Agencies to clean up data issues, and improve data quality;
- Conducting data quality trainings as needed;
- Other HMIS support functions as needed.
HMIS Coordination
- Implementation of the HMIS system, and act as the liaison between SSF, Sacramento Continuum of Care Advisory Board, community partner agencies and the HMIS vendor.
- Routinely evaluate HMIS activities and analysis of data generated by the system.
- Create and monitor usage of, at a minimum:
- Participation agreements, client consent forms, interagency sharing agreements, system-user agreements and user code of ethics policy.
- Maintenance of a list of Agency Administrators for the entire Sacramento Continuum of Care to ensure the ability to communicate regularly participating organizations.
- Oversee AHAR reporting and monitor any changes to reporting requirements.
- Coordinate and monitor all changes to the database resulting from revisions to the HMIS data standards.
- Integrate the needs of new programs (e.g. HPRP) on HMIS for data collection and reporting, and develop new data entry and reporting protocols.
- Report to the Continuum of Care Advisory Board regarding HMIS activities.
- Oversight of community-level reporting related to HMIS participation, bed coverage, and other required information.
- Oversight of all data elements in HMIS as set out by the HUD Data Standards. Responsible for ensuring universal data elements and Bed Inventory for any agency listed on the Housing Inventory Chart that is not an HMIS participating agency.
- Ensure that HMIS matches the SSF-approved Housing Inventory Chart.
- Ensure HMIS Policy & Procedures manual is maintained, and updated as the Continuum of Care makes additions or changes to HMIS policy.
Training and Education
- Support training and technical assistance to end users of HMIS.
- Attend organization meetings and public events to educate the public about the mission and activities of SSF, especially in regards to enhancing HMIS implementation.
- Attend HUD and National Human Services Data Consortium trainings to keep abreast of the changes in data standards, reporting, grants, etc.
- Ensure proper training of all End Users (documentation, confidentiality, outreach, training timetable, etc.)
Marketing and Media
- Assist in membership outreach and relationship building with agencies, businesses, and individuals to expand the use and effectiveness of HMIS.
- Attend networking opportunities, to increase awareness of the Continuum of Care activities, and create interest in membership and in participation of HMIS.
Funding and Development
- Support SSF’s grant applications, as appropriate, for continued operation of HMIS.
- Be a spokesperson for both SSF and the Continuum of Care Advisory Board and work to build funding relationships with community members, such as banks, local government, etc.
- Annual HUD NOFA – Each year the Federal government issues funding available for continuum of care homeless assistance programs, called the Notice of Funding Availability, or “NOFA.” The HMIS Analyst will work cooperatively on the HUD grant application for continued funding for the Sacramento Continuum of Care and ensure compliance with all HUD requirements.
The HMIS Analyst supports the activities of the Continuum related to HMIS implementation and participates in those Continuum activities that affect the success of HMIS. These activities include the following:
- Supports effective collaborative relationships with various community groups, to resolve issues and problems affecting HMIS implementation.
- Supports linkages and cooperative efforts with city and county programs, agencies and programs in the community that provide services for the homeless.
- Supports public awareness of issues affecting the homeless.
- Supports the development and maintenance of network of service providers for homeless individuals and makes this information available to the public.
- Supports annual homeless count activities.
- Serves as link between the Continuum of Care and the U.S. Department of Housing and Urban Development on HMIS and related issues.
- Participates in SSF and Continuum of Care committees.
- Other duties as assigned.
- Regular, predictable attendance is required.
- Ability to get along and work effectively with others.
Qualifications and job requirements:
Education and/or Experience: Bachelor’s degree (B.A. or B.S.) from an accredited four-year college or university and at least one to three years related experience and/or training.
Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, members, governmental bodies/boards and the general public.
Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills: To perform this job successfully, an individual should have knowledge of current database software, Internet software and the Microsoft Office Suite of products. Knowledge of basic office equipment should include: Internet and email, copy and scanner equipment, postage meter and telephone.
Certificates, Licenses, Registrations: A valid driver’s license and proof of current insurance.
