Nora J. O’Brien founded Connect Consulting Services, (CCS), an emergency management consulting firm, to provide her clients with tools, strategies, resources, and training to enhance the capacity of their emergency management programs. An accomplished speaker, Ms. O’Brien has spoken at more than 50 national and international health care emergency management conferences in the U.S.

Ms. O’Brien has served as the Associate Director for Program Planning and Development for the California Primary Care Association (CPCA). Through her advocacy efforts, CPCA and CCHCs received $28 million in emergency management resources, training, and equipment. In addition, she was the State Director for the Association for Children for Enforcement of Support  (ACES) in which her organization led a five-year legislative, grassroots, and media campaign to create the California Department of Child Support Services affecting millions of California children owed child support.
